【摘要】:ThispartofISO10381givesguidanceontheprocedurefortheinvestigationofurbanandindustrialsites,whereeitheritisknownthatsoilcontaminationispresent,orthepresenceofsoilcontaminationissuspected.Itisalsoapplicablewherethereisaneedtoestablishthecontaminationstatusofthesite,orthereisaneedtoestablishtheenvironmentalqualityofthesiteforotherpurposes.ThispartofISO10381includesguidanceonthecollectionofinformationthatisnecessaryforriskassessmentand/orthedevelopmentofremedialactionplans(e.g.whetherremediationisrequiredandsuggestionsastohowthismightbebestachieved).However,itonlyprovidesguidanceontheinformationrequiredingeneral.Itisemphasizedthatspecificremediationmethodsmayneedadditionalinformation.ThispartofISO10381isalsoapplicabletositeswherenosoilcontaminationisexpected,butthesoilqualityistobedetermined(e.g.tomakesurethatthereisnocontaminationpresent).Althoughthesitesconsideredinthisdocumenthavebeendefinedasurbanandindustrialsites,theguidancecontainedinthispartofISO10381isequallyapplicabletoanysitewherethedegreeandextentofcontaminationneedstobeestablished.NOTE1Contaminationisdefinedasaresultofhumaninfluences;however,themethodsdescribedforinvestigationarealsoapplicablewheretherearenaturallyhighconcentrationsofpotentiallyharmfulsubstances.NOTE2AnumberofdifferentobjectivesforsoilsamplingarelistedinAnnexA,alongwithreferencestotherelevantpartsofISO10381.NOTE3Althoughthegeneralpartoftheinformationfortheriskassessmentand/orthedevelopmentofremedialactionplansisgatheredbyapplyingthispartofISO10381,thisdocumentdoesnotgiveguidanceonthedecisionsandactionsjthatfollowfromasiteinvestigation,forexample,riskassessmentanddecisionsabouttherequirementsforremediation(ifany).NOTE4ThispartofISO10381dealsonlywiththeinvestigationoftheground.Itisimportanttorecognizethatonoldurbanandindustrialsites,theremaybederelictbuildingsand/orindustrialplantsawaitingdemolition,dismantlingorrefurbishment.Failuretoinvestigatethesebuildingsbeforedemolitionmayputthesafetyofworkersatriskorleadtothespreadofcontaminationonandaroundthesite.TheinvestigationofderelictbuildingsorremnantfoundationsfallsoutsidethescopeofthispartofISO10381.NOTE5Inmanysituationsthereisacloserelationbetweenthecontaminationofthesoil,groundwater,soilgasand—toalesserextent—surfacewater.
